Luminaries Reporting Confusion in UK

In the United Kingdom there has recently been some confusion within industry about which category luminaries equipment with integrated LEDs should be reported under.

The UK Environment Agency sought BIS government advice this matter; BIS stated that non-household luminaries equipment with integrated LEDs should be reported as category 5 equipment. If this equipment has been reported under a different category for 2015 quarters 1 & 2, the data should be resubmitted.

The reasoning behind the BIS guidance is that once LEDs have become integrated into a product, they are classed as non-removable. At this point the LEDs are classified as a component of a finished product; they are no longer considered as a separate LED product. Therefore, non-household luminaries equipment (whether or not it contains integrated LEDs) should be reported as luminaries equipment (i.e. category 5).
